According to AMD, many customers are already putting "power caps" (a BIOS feature) on their CPUs to avoid that the server exceed a certain power consumption level. This means that the CPU is staying in the lower p-states and is never able to run at full clockspeed. This is used by many customers that do not buy low power CPUs.

Next we need regenerative coolers to turn heat dissipation into power; lowering temperatures and noise even further!

How low of power can you set the power cap at? I have a friend at Sun who was working on java based industrial control boxes and a big constraint for industrial control is that the box be able to run with no fans, so they need something down in the 25-35W power envelope. What current processors fit that bill?

Any mobile laptop chip is good to go at 25W.
I do not think there are blade Xeons that go that low but I'd have to check; my faint memory says they are more like 40W. I don't think there is a technical barrier, just a lack of market demand.
