The toy was a movie tie-in with Conan, only Mattel decided Conan had too many adult themes, so they made Conan kid-friendly and called him He-Man. Only after they produced the toy did they think about making a cartoon.

This is true of other toy/cartoon pairs. The G.I.Joe cartoon came about from the success of an animated G.I.Joe commercial.

The article claims the He-Man cartoon was the first such cartoon, though I have no way to verify that statement.
