If it really is a persistent GTA mixed with CS game, I'd hit that.

I'm very curious about how characters advance within the world beyond just appearance. They make it sound like experienced characters have access to weapons like rocket launchers that noobs don't. How do they restrict access? Skills? Money (cops paying for their own gear?)? XP? A system like Planetside? No restricted access? Or maybe it's embedded in the matchmaking, like if you carry around a rocket launcher you always fight outnumbered. The details like that will really make or break the game.

It really does sound like the noobs don't have rocket launchers, but could use them if someone handed the rocket launchers over. I'm guessing the advancement will be most like Counter Strike. I wonder if you can pick up guns or ammo from dead guys?
