Instead of teleports for points of contention, use area raises as points of contention. I envision this working like a queue. You die, you request a group raise for your area. It takes twenty seconds to cast, and only one can be cast at a time. If other people have requested a raise, you must wait in line. It affects your whole area, though, not just you, so if your whole party was killed you can all be raised. Make the defense penalty extreme while looting, and give it a little animation. That way your corpse can't be ninjalooted during a pitched battle, but in one-on-one you get looted. You can make combat as lethal as you want because a raise is only twenty seconds away. You can spread the raise queues out geographically and make them conquerable. Nations that win PvP battles and control more territory get more raise queues and shorter downtime. Losing nations have to wait longer. However, the more you lose, the smaller the territory you control. Therefore, your area raises will raise many more people per activation. While dead, give people chase cams to watch. Give people as CS-like a death experience as possible, that's the idea.
Different, non-overlapping idea: Make some eq types lootable and others not. The important stuff is not lootable, but the lootable stuff can be rare and worth looting. Some games may have this, or a variant with item binding or whatever. Peijen might already be onto this with his robot upgrades.
