you mean, maybe the quotes were applied for emphasis?

probably.

but that's not the way i read it, or 99% of the people on the project-wide email did.

There's no other reason to put quotes around please other than to imply sarcasm at that point. And sarcasm implies "Suckers!" I'm sure your co-workers know for sure just from the person's normal way of talking and writing email. I have to doubt that anyone would write like that normally.
