Assume that an actual US retailer made such a thing available for something around $130. People are forever complaining about how modern computers give them too much perf. Is a 400MHz MIPS core the answer?

Why not? It's cheap!

That's not a whole lot better than Bob's Pentium which couldn't really boot windows98 or play mp3s. A computer like that is for robotics enthusiasts who don't want to lay out a lot of cash and are willing to spend forever getting it to work and do stuff. I know of a few people out here like that, but not 100.
