One thousand hex, or one zero zero zero
This is not consistent. Why not 4k instead of one zero zero? Why not ten hex or sixteen? But it is what I say.

what about 0x1C?
I just read the digits off and say hex either before or after reading it only when the base could be unclear.

Although depending on the circumstance, I might say one thousand hex or one thousand
