Paolo Bacigalupi has a novel, "The Water Knife," that presents a near-future version of a Southwest that has been devastated by drought and a Southeast devastated by frequent tropical storms and hurricanes, leading to mass migration, increase in state border security, militias, and consolidation of power by corporations (and state water authorities). I recommend it.
