Obviously, a lot of the stimulus money is going to be used to hire lobbyists to petition for more stimulus money. :)

Ok, not exactly. Both companies and federal agencies believe they can secure and retain more funding if they have a significant presence in the DC metro area. It's more subtle than lobbying, but it is a way of trying to influence Congress's spending decisions. Since a disproportionate amount of these facilities and staff thus end up located in and around DC, a correspondingly disproportionate amount of federal spending ends up here. And that gets amplified by secondary job creation from bureaucrats and contractors spending their salaries.

So, traditionally, DC gets a bigger piece of the discretionary spending pie, but it's usually less obvious because the nondiscretionary spending (social security, medicare, debt service) behaves differently. With the stimulus, it's all discretionary, so the effect is more visible.
