Ummm, nearly 60% of the US population lives in 11 states... I bet there's a high correlation with state population. I would bet it's probably because the homeless are likely to cluster near larger cities since they can get better services there.

Texas is the loser in absolute numbers over California and New York. That's policy, not population.
