Garrison Star is the carrier action I want for defense. It sets the number of ships at the star to the specified total, regardless of whether it involves collecting, dropping, or doing nothing.

can we restart the game since nobody else has join so far? play around a bit and I want to try a different strategy. I am maxed out on the # of games I can join. I was Iaco.

Hmm. So I went ahead and forced the game to start, then forced production by forcing 1 turn, and learned the following:
After one turn, I could see both AIs but not Peijen. Seems awfully close... maybe too close? I was hoping for more like 3 turns.
One AI got up to 16 stars in two turns, out of a goal of 25. Overall, 54/74 stars are already inhabited. Seems awfully fast... maybe too fast? Also, there was a pretty big variation in the number of stars visible to each player in the dark galaxy (8 vs 3). I was hoping for more like 4-6.
Both AIs went 18/5/1. Peijen is 15/9/2. I am 16/5/4. After 24 ticks, that puts Peijen at 362 ships and me (and the AI) at 334. There's no in-between 10 ships and 50 ships per star, though you can vary the number of starting stars from something other than six. I feel like the difference between 122 ships and 94 ships isn't right after two ticks, but maybe 362 vs 334 isn't right either?
AI started with 8 or 9 carriers in the first turn. Peijen has 4 and I have 6.
So I have $310 ($160 economy+$150 banking) money after production. AIs will have $340, which is good enough for another economy during their turn. I think that feels about right, but one could argue.

Based on these observations, I'm thinking the new game will have slightly different parameters:

32 stars per player, up from 24. With 4 players, we need extra stars. Increases the number needed to win and hopefully means slightly more turns before first contact.
4 stars to start, down from 6. Slightly restricted scanning range and slightly reduced starting fleet (200 instead of 300). Also makes economy slightly more expensive on the first turn (because you're probably building more than one per star).
Could also add in far position. I'm leaning no but I could easily be talked around to trying it.

Make manufacturing research expensive but not very or crazy expensive.
No other change to research or infrastructure pricing.

Oh, and there's no going back from purchasing infrastructure as Peijen learned. But you can spend additional money or change carrier orders after submitting your turn. You can't unsubmit, so you're risking the turn being genned as soon as everyone submits if you want to change orders or spend additional money after submitting.

I think for such small world, 362 vs 334 after two turns feels off. Maybe in the high 100s/low 200s would be more even, because it would take a while to kill off the initial # of 300 ships.

The number of star I could see was pretty limited, I wonder if AI just got really good placement or they can see beyond what we can see (i.e. fog of war doesn't apply to them). In another game I am playing I placed pretty bad, in the middle with 5 players circled around me, far away from star clusters. But because I can see all the stars I planned my carriers to move into clusters and currently have 2nd most number of stars, which I suspect will drop pretty fast once other players turn hostile. The ability to see stars I couldn't reach yet was big for planning, because I can set the total route eta to be greater than downtime to ensure the carriers are doing something. So for a turn based game this would be # of ticks per turn, and real time game this would be # of hours I will be asleep.

If the start $ amount is high I would suggest put bank to level 1.

Nah, race is pure flavor. Dev said he wanted to patch racial variation in at some point but his focus seems to be on the 32-64 player games recently.

Yeah, I turned starting ships to 200 instead of 300. Sound ok?

Do you want me to gen a galaxy with banking 1? Empire of New Dirt has banking 2.
