Just asked some friends with Wiis.
For the first one, you can tweak the sensitivity of the sensor bar in a Wii menu (no game needed). Perhaps it's over-sensitive?
Also beware of other Bluetooth devices (like a headset, etc), which "may" be causing interference.
Unfortunately, I'm not sure about the second.
